Planning stage (pre-design) services typically includes existing condition assessments, feasibility studies, energy conservation audits, design programming studies, and performing facility and base master plans and utilities master plans. Investigations can also include evaluations of building, plant and facility operating practices. With such planning studies, services not only present findings, but establish scopes of work for recommended changes, and include implementation strategies, and budget estimates.
It is also the case that the planning process serves to program performance goals and to set individual system requirements. Typical goals for larger projects could include attention to Sustainability (perhaps considering the USGRB’s LEED, DGNB rating systems, or the Government’s programs) or Reliability. Emphasis to security and safety issues are other global program goals, involving attention to redundancy or life and fire safety. Working to lower operating costs can also be addressed beyond water consumption or energy use, to include projections of maintenance support and service contract needs.
Design for funding often is an important front-end engineering service, to suit the goals, requirements and the design to the available funds.
Often during planning stage, we develop the framework most suitable to the project implementation. Examples are the fidic (www.fidic.org) “silver book” or ”yellow book” contracts for commonly called “turn-key” contracts, the alternative fidic “red book” or “harmonized red book” contract for works designed by the employer.
